51. Mr. Kelley

asked the Minister of Transport if he will seek to make it a condition for the holding of a driving licence for any person convicted in the courts of dangerous or careless driving that he should be required to witness the showing of a suitably adapted film depicting the consequences of certain road accidents.

Mr. Tom Fraser

This is one of several approaches to the problem of the human factor in road accidents. I doubt whether it should be adopted as it stands; but I agree wholeheartedly with the objective of seeking to raise the levels of skill, care and general behaviour shown by drivers on the road. I very much hope that my new Advisory Council will be able to reinforce the work that is already being done on this most important front.
