asked the Minister of Transport if he will now give an assurance that it is not his intention that tolls will be charged on any of the new motorways forming part of the Government's road programme.

Mr. Tom Fraser

I do not intend that tolls should be charged generally on new motorways. My policy is that they should be charged on expensive new river crossings from which users derive exceptional savings in cost and time. Tolls will, therefore, be charged on the Severn Bridge section of the M4 motorway, if the Severn Bridge Tolls Bill becomes law.
