§ Mr. Tom FraserI do not intend that tolls should be charged generally on new motorways. My policy is that they should be charged on expensive new river crossings from which users derive exceptional savings in cost and time. Tolls will, therefore, be charged on the Severn Bridge section of the M4 motorway, if the Severn Bridge Tolls Bill becomes law.
