§ Mr. MacDermotNo. The phrase "basic raw materials" in the White Paper of 26th October was intended in a generally descriptive sense. The temporary import charge is intended to apply widely over the field of manufactured and semi-manufactured materials. The charge 87W must apply to imports into Northern Ireland equally with imports into other parts of the United Kingdom.
