Friend the Member for Bromley (Mr. Harold Macmillan) gave a full account of the arrangements made with the United States authorities in his statement to the House on 1st November, 1960. He explained, in answer to subsequent Questions from the hon. Member and others that he was not prepared to publish the agreement in any other form I see no reason to change that decision.
