asked the Secretary of State for the Home Department if he is aware that large sums of money are being spent on advertising to try to influence the electorate at the forthcoming General Election; and, in view of the fact that this money will not be declared in the returns for election expenses, if he will introduce the necessary legislation to prevent such expenditures.

Mr. Woodhouse

It is for the courts to determine whether any particular expenditure constitutes an election expense for the purposes of the Representation of the People Act, 1949. My right hon. Friend has no amending legislation in view.
