§ 49. Mr. Dalyellasked the Secretary of State for Scotland whether he will set up a commission of inquiry, composed of members not employed by Government Departments, to investigate the reasons for the delay relating to the report of the Linlithgow Development Inquiry, July 1962, with a view to enabling his Department to reach legal and quasi-legal decisions more rapidly in future.
