asked the Minister of Transport whether, in view of the forecast in the Hall Report that private car traffic in 1970 will be double the 1960 figure, he will instruct divisional road engineers to revise existing plans for new roads and for improvements to provide for minimum future requirements at least at that level.

Road planning must take account of all traffic and not only private car traffic. The Hall Report estimates that the average rate of increase in total traffic for the period 1960–1980 will be between 3.7 and 5.4 per cent. per annum. The higher figure is, as the Report says, close to the 5 per cent. per annum average rate of growth already being assumed by my Department in the standards of design of new inter-urban roads. There is no call, therefore, for fresh instructions.
