asked the Chancellor of the Exchequer what action he takes to exercise Treasury control over further expenditure on projects or services which are expected to exceed by a substantial amount the original estimate.

When the Treasury have approved the original estimate for a project, any significant increase in that estimate must be reported to the Treasury with an explanation of the reason for the excess. The action then taken depends on the facts. Any serious cases of this kind are brought to the attention of my hon. Friend the Financial Secretary or myself.
