§ Sir D. EcclesThe first consortium known as C.L.A.S.P. is in its fourth year. Ten L.E.A.s are members and the annual building programme has grown from £3 million to £8 million. A second consortium known as S.C.O.L.A., with five members, is well advanced in designing a new system of construction and expects to have a programme of about £1 million this year.
