§ 95. Mr. Dalyellasked the Lord Privy Seal if he will initiate negotiations with other countries, through the United Nations, on the question of development of the sea-bed outside territorial waters.
§ Mr. HeathNo. Her Majesty's Government consider that no proposal of this kind is necessary. In their view the principles embodied in the Convention on the Territorial Sea and the Contiguous Zone and the Convention on the Continental Shelf, which were adopted by the First United Nations Conference on the Law of the Sea at Geneva in 1958, satisfactorily meet the situation.
