asked the Chancellor of the Exchequer what would be the cost to the revenue if no Income Tax were levied on incomes of less than £9 a week.

The estimated cost in a full year of exempting incomes up to £9 a week is about £150 million. The estimate has been made on the assumption that for incomes just above £9 a week there would be marginal relief limiting the tax on them to half the excess above £9 a week.
