asked the Minister of Health why he gave his approval to the appointment of Mr. J. D. Haskins as secretary to the Board of Governors of Hammersmith and St. Marks Hospitals, in view of the need for a policy of creating a proper career structure for administrative hospital staff.

Mr. Powell

The appointment does not require my approval.

69. Mr. Holt

asked the Minister of Health what were the arrangements made in connection with the selection of Mr. J. D. Haskins as secretary of Hammersmith Hospital which were not in accordance with the recommendations of Ministry of Health circular 60/31, but which satisfied the purpose of those recommendations.

Mr. Powell

The purpose of these recommendations is that appointments committees for senior staff should include an outside assessor. Boards are invited to choose an assessor from a national list compiled by me. On this occasion the Board asked, and I agreed, that one of my officers should serve as national assessor.
