(2) when work will start on the Hatfield-Peverel by-pass on the A.12.
§ Mr. HayNegotiations for land acquisition cannot begin until the line of the by-pass is settled. We are at present examining objections to the draft proposals published last September. As the line of the by-pass has not yet been finally established, it is too soon to say when construction can be started.
