asked the Minister of Aviation what are his plans for introducing regulations to enforce all persons operating from private flying clubs to insure against third party risks.

Mr. Sandys

Under the Civil Aviation Act, 1949, all aircraft owners are legally liable to pay compensation for material loss or damage caused by aircraft to persons and property on the surface. It is my understanding that persons operating from private flying clubs in fact insure against such risks, but the position is now being studied.
