asked the Secretary of State for Scotland whether he is satisfied that there are grounds for the continued detention of Hugh Patrick Bain in the State Institution for Defectives, Carstairs, Lanarkshire; and if he will make a statement.

The General Board of Control reviewed the question of Mr. Bain's continued detention as recently as 3rd February when they visited the institution. The Board is satisfied that it would be most unwise at present to discharge him or release him on licence.
