§ Mr. MarplesI have seen reports of this incident. The responsibility for preventing animals from getting on to38W the motorway rests primarily upon the persons in charge of them, although the fence provided by my Department is proof against ordinary livestock. I do not consider that any further action on my part is called for on the strength of this isolated occurrence.
