asked the Secretary of State for Foreign Affairs to what extent it is Her Majesty's Government's policy to encourage the discussion of major diplomatic issues by the Council of Western European Union.

Her Majesty's Government have always maintained that the best forum for multilateral discussion of major diplomatic issues by the Western allies is the North Atlantic Council. For matters which are of particular concern to the seven members of Western European Union, however, Her Majesty's Government want to make full use of the Council of that organisation.

I would refer the hon. Member to the reply my right hon. and learned Friend gave on 18th November, to my hon. Friend the Member for Chigwell (Mr. Biggs-Davison).
