asked the Secretary of State for Scotland if he will make a statement regarding the opening up of the road system in Wester Ross, and particularly when he expects to close the Balgy Gap.

Work is in progress on one scheme of reconstruction in Wester Ross under the Crofter Counties Programme, and others are being prepared. I am considering, in consultation with the Highland county councils, a programme for the construction of new roads as announced in the Review of Highland Policy, and I have authorised Ross and Cromarty County Council to appoint consulting engineers to report on the proposal for a road to close the Balgy Gap.
