asked the Minister of Housing and Local Government and Minister for Welsh Affairs what protection is available under his regulations to householders who find their homes invaded by fumes and noise from nearby factories, particularly in areas where the homes were established before the factories.

Various general statutes contain provisions controlling emission of fumes and I am sending the hon. Member a note of these. As regard noise some local authorities have powers under local Acts: failing those, the only remedy is by way of injunction. Local planning authorities take noise and air pollution risks into account when considering industrial planning applications.
