66. Mr. Baird

asked the Secretary of State for Foreign Affairs if he has yet considered, as Joint Chairman of the Control Commission in Vietnam, the protest of General Giap, commander-in-chief of the Vietnam Peoples Army, about the massacre of over 1,000 political prisoners in South Vietnam in the concentration camp at Phu Hoa village; and what steps the Control Commission are taking to stop any further mass killings.

I am aware of Vietminh allegations that 1,000 internees in a prison camp at Phuloi, in South Vietnam have been poisoned and that the Vietminh authorities have laid a complaint before the International Control Commission. The Vietnamese Government have categorically denied that any deaths or illnesses of this kind have occurred.

The International Control Commission in Vietnam is an independent body under Indian chairmanship and the United Kingdom is not a member of it.
