asked the Minister of Transport which organisations among those he consulted approved the proposal to increase the speed limit of light goods vehicles, and which disapproved.

There was a wide variation of opinion, and it would be misleading merely to list the organisations which in terms supported or opposed an increase. The question was not decided on a numerical basis, but by a careful appraisal of the weight and cogency of the arguments advanced for and against the proposal.
