HC Deb 15 December 1959 vol 615 c141W
113. Mr. E. L. Mallalieu

asked the Secretary of State for the Colonies how long a state of emergency has been in existence within the territory of Northern Rhodesia; and what right of association Her Majesty's protected persons now have in the territory.

Mr. J. Amery

A state of emergency has existed in a very limited area known as the Railway Reserve since 30th September, 1958. British Protected Persons, in common with all other persons, have full rights of association provided they do not belong to a proscribed society.
