asked the Minister of Transport and Civil Aviation whether he is aware of the directions being given by his divisional road engineers to local planning authorities to refuse consents for development of land abutting on trunk roads, which has the effect of sterilising such lands; and what is the general policy of Her Majesty's Government in this matter.

As far as is reasonable the construction of new accesses to trunk roads or increases in the use of existing accesses should be kept to the minimum, in order to minimise the effect on traffic using the roads. This is our general policy, but each application has, of course, to be considered on its merits.
