73. Mr. Osborne

asked the Minister of Health if he is aware that many small village shopkeepers are being forced into heavy and unnecessary expenditure to provide additional hand basins and sinks when these are already available and conveniently accessible; and if he will send a circular to local authorities stressing the need to enforce these Regulations with reason and moderation.

Mr. Vaughan-Morgan:

I have no reason to suppose that the regulations are being harshly enforced or that a general circular such as my hon. Friend suggests is required. This must be a matter mainly for the local authorities and any disagreement between a shopkeeper and a local authority about what should be provided can be settled only by the courts.
