§ 80. Mr. Hoyasked the Secretary of State for Scotland whether he has yet considered the resolution adopted unanimously by the annual general Meeting of the Educational Institute of Scotland, and forwarded to him, protesting against the Government proposal to include the grant for education in a block general grant to local authorities, and urging the Government to retain the percentage grant system for educational expenditure; and if he will now agree to the Institute's request.
