132. Mr. Dodds

asked the Minister of Health, in view of the part played by duly authorised officers and mental welfare officers in the certifying of people and their forcible detention in mental institutions, if all officers must be trained for the work; and what training and qualifications are essential for appointment.

Mr. Vaughan-Morgan

There are no statutory requirements for training or qualification for these officers but it is for local health authorities to ensure that suitable training or experience is possessed before appointment. A Working Party is at present considering the position.
