§ Mr. Ormsby-GoreNo. I do not wish to anticipate the reply to Mr. Bulganin's letter. But it appears that Mr. Bulganin still envisages the suspension of nuclear tests in isolation from a disarmament agreement. The hon. Gentleman will be aware that this is a proposal which has been rejected by the United Nations as well as by Her Majesty's Government.
