Mr. Stonehouse

asked the Secretary of State for the Colonies what action he proposes to take to relieve the pressure on Ministers in Uganda; and, in particular, when it is proposed to set up separate Ministries to deal with education and health as recommended in the Frazer Report in December, 1955.

It is not considered that the present pressure of work on Ministers in Uganda necessitates any urgent reallocation of portfolios and no immediate action is contemplated. As regards the recommendation in the Frazer Report that the formation of separate Ministries of Education and of Health and African Housing should be considered, the Uganda Government indicated in Sessional Paper No. I of 1956–57 that it did not favour this proposal at the present time. The Minister of Social Services has a large and responsible portfolio but he is assisted by an Assistant Minister.
