asked the Secretary of State for the Colonies what are the terms of the latest document received by the Government of Malaya from the insurgents suggesting conditions for terminating hostilities; and what is the policy of the Malayan Government in regard to these proposals.

Mr. Lennox-Boyd

An undated cyclostyled letter purporting to come from the Central Committee of the Malayan Communist Party, which recently came into the Government's hands, offers to re-open negotiations to end the emergency, but does not say on what terms. The policy of the Government of Malaya remains unchanged. They are prepared to offer the Communists terms which would guarantee peace and security, but not terms which would give them the opportunity to carry out subversive activities. They are not prepared to talk to the Communists unless the latter first make clear that they will accept the Government's terms for complete surrender.
