asked the Secretary of State for the Colonies why instructions were given by his Department forbidding Dr. Corcos to make a statement on his return to England from Trinidad.

As a colonial civil servant, Dr. Corcos is subject to Regulations, one of which is that an officer, whether on duty or on leave of absence, shall not allow himself to be interviewed on questions of public policy.
