Mr. Patrick Maitland

asked the Secretary of State for Scotland whether the Government will implement the recommendation of paragraph 261 of the Report of the Royal Commission on Scottish Affairs that there should be an inter- change of senior civil servants between Whitehall and Edinburgh.

The Government are in agreement with the Royal Commission's recommendation in favour of the planned interchange of civil servants, and arrangements for the exchange of officers serving in my Departments and in London will be considered as and when suitable opportunities offer.
