asked the Minister of Transport and Civil Aviation why, in granting permission to Mr. John Murray to fly the helicopter he has built, he insisted that during test flights it should be tethered to the ground and not rise more than 10 feet into the air.

Mr. Murray's request related specifically to permission to make tethered flights in experimental conditions; it is the practice, not only in this country, for new-type helicopters to be tethered to the ground when making their initial test flights.
