asked the Minister of Transport and Civil Aviation what steps are being taken to complete the double carriageway on the Barking by-pass.

This is one of the schemes which, as my right hon. Friend announced on the 8th December, we hope to authorise during the first three years of the road programme. The details are now being prepared, but I cannot say in which year construction will begin.
