Mr. Lewis

asked the Minister of Transport and Civil Aviation if he is aware that, under present regulations, a person who has never driven on the road may, by obtaining a provisional road driving licence, drive a motor cycle, unescorted, at 80 miles per hour on an unrestricted road and whether he will amend the regulations to ensure that no person with a provisional driving licence is allowed to travel at more than 30 miles per hour.

I am advised that the legal position is as stated by the hon. Member, although I have no evidence that many learner-drivers are involved in road accidents because of excessive speed. I should like to consider his suggestion further.
