asked the Secretary of State for the Colonies why he refuses recognition to Sultan Kashen, who has been acclaimed in that office by over 40 tribes in Somaliland.

I assume that this Question refers to Haji Ali Koshen. The title of Sultan of the Esa Musa tribe to which this person lays claim has no traditional or formal existence and is, therefore, not recognised by the Protectorate Government.
