asked the Secretary of State for the Colonies how much has been sanctioned for community development in Sierra Leone; what guidance and assistance is given to district councils in order to carry out community development; and to what extent this has encouraged mass literacy campaigns.

Votes for this purpose total £57,500. District councils in two Provinces are represented on provincial community development committees which allocate grants for specific projects in the light of a general statement of policy made in 1949. In the Northern Province district councils submit projects to the provincial committee. Mass literacy projects have been separately organised, but the future organisation of both activities is now under review.
