§ Sir T. DugdaleSome delay has so far been unavoidable owing to the large number of applications for subsidy. This was because the Scheme approved by the House last December applied to calves born during the preceding 14 months. This is a temporary difficulty which is being rapidly overcome, but I am watching the situation closely and am ready to appoint more certifying officers where there is a real need.
