asked the Minister of Transport the nature of the machinery involved in reaching a decision as to what investment ceiling should apply, respectively, to the railways and roads of this country; and what steps he proposes to take to ensure that a higher ceiling for road development is authorised in the near future.

The amount to be allocated for investment in railways and roads is determined by the Government after consideration of proposals submitted by all Departments concerned with capital investment. I shall continue to urge the need for adequate provision for road development.
