Mr. WaldegraveIt will, I am afraid, be some time before my right hon. Friend will be able to announce his decision on the Local Government Boundary Commission's proposals which include the creation of a parish for Westhoughton. If he accepts them, an order giving effect to any changes should be made during 1984, to have full effect not later than 1 April 1985.
