§ Mr. LytteltonThe annual or bienniel reports on Colonial Territories are usually published between six and 15 months after the end of the period reviewed. I recognise how desirable it is that these reports should be published as early as possible, and every effort is and will be made to that end; but there are many practical difficulties. Departmental annual reports are published by colonial Governments.
