HC Deb 17 December 1953 vol 522 c84W
64. Mr. Mulley

asked the Minister of Education what requirements must be satisfied before a grant towards a student's maintenance in vacation, apart from the scale of parental income from £500to £2,200, is made to a State scholar; and how far similar conditions apply for students with grants from local education authorities.

Miss Horsbrugh

In the case of a State scholar, a vacation allowance is automatically included in the grant if the parental income, after deduction of the recognised charges and allowances, does not exceed £1,000 a year. Where the income is above this figure, I make further inquiries to satisfy myself that the parents have not got substantial capital resources at their disposal. Eighty-five authorities have so far adopted the same, or a similar, arrangement.

Mr. Mulley

asked the Minister of Education how many local education authorities have adopted her recommendations for grants set out in A.M. 425 and Circular 252, including vacation time allowances.

Miss Horsbrugh

134 of the 146 local education authorities have adopted, either wholly or substantially, the financial recommendations made in Administrative Memorandum No. 425. Of these authorities, 85 have adopted the recommended rates for vacation allowances for all their major awards. Other authorities give vacation allowances only in cases of hardship.
