asked the Minister of Health what steps he proposes to take, notwithstanding the good work performed by doctors, nurses and other staffs, to improve the circumstances and treatment of those compelled to spend much of their lives in mental hospitals.

As far as resources permit, regional hospital boards and hospital management committees are continually improving conditions at mental hospitals, and I am hoping next year to make an additional special allowance available for capital works for this purpose. Measures to deal with the shortage of nursing staff were given in a memorandum issued last June, a copy of which I will send to the hon. Member.
