asked the Secretary of State for the Colonies why the Singapore Union of Postal and Telecommunications Workers was informed by the Singapore Government that if they were to initiate a strike, failing a satisfactory agreement on the subject of revision of clerical salary scales, the Government would use troops to break the strike.

Mr. Hopkinson

I am not aware that the Singapore Post and Telegraph Workers' Union have been told that troops would be used to break a strike. When the union first gave notice of a strike the Governor told my right hon. Friend that, because of the serious disruption which this would cause, he was making arrangements to maintain some essential post and telegraph services, and that this would require the help of the Army.
