§ Mr. Geoffrey LloydIn view of the large number of unknown and doubtful factors involved, it would be unwise to make forecasts of this kind. The "Plan for Coal" drawn up by the National Coal Board should, as the Board has often explained, be regarded as highly flexible and therefore as being capable of adjustment in the light of changing requirements.
