asked the Minister of Education whether he will give consideration to the suggestion of the Council of the Association of University Teachers that advanced and scholarship papers in the general certificate of education examination be held earlier in the year, so as to enable intending university students to have time to make adequate arrangements for entrance to a university.

My right hon. Friend would hesitate to make a change of this magnitude without a greater measure of agreement on the matter than exists at present. There is a strong body of opinion in the schools that external examinations should be held as late as possible. The present arrangements, which are based on a recommendation of the Secondary School Examinations Council, are designed to give more time for intending university students than they have had in the past.
