§ Sir T. DugdaleThe Protection of Animals Act, 1911, makes it an offence to convey or carry any animal in such man- 251W ner as to cause that animal any unnecessary suffering. There would appear to be no need for me to make a Regulation to cover the particular case where suffering is due to overcrowding.
