§ 67. Major Beamish
asked the Minister of Labour the earliest year for which he has reliable records of the numbers of unemployed.
§ Mr. Robens
If by "reliable" the hon. Member means "a reliable measure of the total number unemployed," the year is 1921. It is probable that many persons who were unemployed prior to that date did not register at the employment exchanges, as they were not covered by unemployment insurance schemes.
