asked the Secretary of State for Commonwealth Relations whether, simultaneously with the consideration of new administrative proposals for Bechuanaland, there will also be similar consideration in respect of Swaziland and Basutoland.

In all three High Commission Territories steady progress is being made in the development of instruments of local government based on indigenous institutions. It is intended that the local authorities shall progressively acquire a more representative character, and as they gather strength and experience they will be given increasing responsibilities.
