Friend, the Member for East Harrow (Mr. Skinnard) on 4th March, I gave a short account of the important administrative and constitutional changes which have recently been made. I will send my hon. Friend a copy of my reply and copies of the Annual Reports for Basutoland for the years 1946 and 1947, which will provide him with fuller information. The Report for 1946 contains a summary of political progress made in the territory during the years of the war.
