asked the Minister of Defence if, owing to the new release arrangements, where Service personnel are granted leave before their final discharge, he will either arrange for Service references to be given out prior to leave, or for men to be finally discharged before they are given leave in order that they may be given the opportunity of applying for civilian jobs as soon as they get release leave.

As I have explained to the right hon. Gentleman in a letter, this is a matter of detailed administration, responsibility for which rests with the individual Service Ministers.
